The case for and against

Updated Oct 16, 2026

Bull case

Jacobs Solutions is attractive fundamentally because it has transitioned into a more focused engineering and consulting platform with diversified end-market exposure, reducing earnings volatility while improving ROIC and margin quality over time. Growth is being driven by several secular tailwinds, including record backlog of $27.0 billion, ~10% exposure to the AI ecosystem, data center revenue up 100% YoY, an AI infrastructure pipeline up 400% YoY, and a supportive Life Sciences and U.S. infrastructure backdrop with about half of the ~$500 billion IIJA funding already allocated. Its balance sheet and capital returns also support the outlook, with leverage at 2.1x, over $220 million of quarterly repurchases, target return of >60% of FCF to shareholders, and raised FY26/FY29 margin and growth guidance that points to continued revenue expansion and stronger cash generation.

Bear case

Jacobs Solutions is facing a negative setup because the downside case assumes lower-than-expected top-line growth, weaker margins, and reduced benefit from the U.S. infrastructure bill, which would pressure future Adjusted EBITDA and valuation. The business also faces execution risk from its dependence on new contract awards and rebids, while skilled labor shortages, rising wages, and a weaker economic environment could further compress profitability across its $12 billion revenue base in fiscal 2025. Additional downside comes from slower government funding, possible shutdowns or Continuing Resolutions, shifts in spending priorities, and foreign exchange pressure from a stronger U.S. dollar.
