The case for and against

Updated Oct 18, 2026

Bull case

Popular is supported by strong franchise momentum in Puerto Rico, where robust loan production, roughly 40% deposit market share, and inflows from public deposits are helping drive durable balance sheet growth. Profitability is improving materially, with 2Q26 EPS of $4.35, ROTCE of 17.0%, ROA of 1.41%, and FTE NIM at 4.17%, while stable underlying credit quality and manageable 65-80 bps NCO guidance suggest earnings are not being driven by excessive risk. Its 16.1% CET1 ratio, $1.0 billion buyback authorization, and 20% dividend increase provide significant capital flexibility, and continued repricing of securities plus lower deposit costs should support NII gains through 2028.

Bear case

Popular is facing a fragile fundamental backdrop because Puerto Rico’s growth momentum from 2023-2024 is slowing, with 2026 expected to look like 2025 or be only flat to slightly positive, while economic weakness, outmigration, and a shrinking tax base constrain loan demand and fee generation. At the operating level, Popular U.S. has seen non-interest income slip to $7 million, deposits fall $300 million to $11.9 billion, and deposit costs rise to 2.73%, while a discontinued mortgage origination business has further reduced revenue diversification. Credit trends are also unfavorable, with commercial NPL inflows tied to two borrower-specific loans totaling $129 million and PCL still elevated at $66 million, leaving ROA expansion, margin durability, and earnings quality under pressure.
